Hyperscaler Cloud Regions in Saudi Arabia — 2026 Guide

Ask five vendors which hyperscalers are "live" in Saudi Arabia and you will get five different answers, because announcements, partnerships and actual generally-available regions get blurred together. Here is the picture as of mid-2026, stated carefully. Oracle operates two in-Kingdom public regions — Jeddah (since 2020) and Riyadh (since late 2024, hosted in stc's center3 facilities). Google Cloud runs a live region in Dammam (me-central-2). Alibaba Cloud serves the market through SCCC, its joint venture with stc and partners, from two Riyadh data centres opened in 2022, and Huawei Cloud has operated a Riyadh region since 2023. AWS has announced a multi-billion-dollar Saudi region targeted for 2026, and Microsoft has confirmed a Saudi Arabia East region also targeting late 2026 — at the time of writing neither is generally available, so check the official region pages before planning around them.

A region on a map is not the whole story. New regions typically launch with a subset of services, GPU capacity and quotas differ, prices vary by region, and an in-Kingdom region does not automatically mean every byte stays in-Kingdom — replication defaults, support tooling and control-plane metadata all need checking.
