1. Purpose & Scope

This Policy defines SKYLINE Limited Company's ("the Company", "we") commitment to respecting and protecting human rights in accordance with the highest international standards. This Policy applies to all:

  • Full-time, part-time, temporary employees, and interns
  • Board members and executive management
  • Contractors, consultants, and on-site workers at client locations
  • Suppliers, agents, business partners, and affiliates
  • All Company operations in Saudi Arabia and GCC countries

3. Our Policy Commitments

3.1 Prohibition of Forced Labor & Modern Slavery

We categorically prohibit any form of forced, compulsory, bonded, indentured, trafficked, or involuntary prison labor. All work at SKYLINE is voluntary, and workers are free to leave their employment after reasonable notice. We do not retain original employee identity documents (passports, Iqama cards), nor do we require any financial deposits or recruitment fees from workers. We comply with the Saudi Wage Protection System (WPS) to ensure timely salary payments. Our recruitment follows the "Employer Pays Principle" — no worker pays to work for us.

3.2 Elimination of Child Labor

We do not employ children under any circumstances. The minimum age of employment at SKYLINE is 18 years (stricter than ILO Convention 138 and Saudi Labor Law requirements of 15 years). We maintain strict age verification procedures requiring official identity documents. If any child labor is discovered in our supply chain, we take immediate remedial action to protect the child — including educational support and remediation — rather than arbitrary dismissal. We adhere to ILO Conventions 138 and 182 on minimum age and worst forms of child labor.

3.3 Non-Discrimination & Equal Opportunity

We provide equal opportunities to all employees and applicants in recruitment, promotion, training, and compensation, without discrimination based on:

  • Race, color, national origin, or ethnicity
  • Religion or belief
  • Gender, gender identity, or sexual orientation
  • Age, marital status, or family responsibility
  • Disability or health status
  • Political affiliation or union membership
  • Social origin or economic status

We actively support diversity and inclusion initiatives, including Saudi female workforce targets under Vision 2030.

3.4 Freedom of Association & Collective Bargaining

We respect employees' rights to freedom of association and collective bargaining under applicable law. In Saudi Arabia, where formal labor unions do not exist, we provide elected Workers' Committees as a legitimate channel for dialogue and employee representation. We engage with worker representatives in good faith and do not discriminate against any employee because of their representative activities. We adhere to the principles of ILO Conventions 87 and 98.

3.5 Fair Wages & Working Hours

We commit to:

  • Paying at or above legal minimum wage in all jurisdictions where we operate
  • Providing a "living wage" that covers basic needs for workers and their families
  • Not exceeding 48 standard working hours per week (per Saudi Labor Law)
  • Maximum voluntary overtime of 12 hours/week, compensated at no less than 150%
  • At least one rest day in every 7-day period
  • Paid annual leave, maternity, and paternity leave
  • On-time salary payments through the Wage Protection System (WPS)
  • Transparent payslips that employees understand
  • No wage deductions as a disciplinary measure

3.6 Workplace Health, Safety & Well-being

We provide a safe and healthy work environment aligned with ISO 45001, OSHA, and Saudi safety standards. This includes: free Personal Protective Equipment (PPE), regular safety training, risk assessment procedures, emergency response protocols, access to clean drinking water and sanitary facilities, heat regulation for outdoor work (critical in Saudi Arabia), employee healthcare and medical coverage, and mental health & well-being programs. Employees have the right to refuse unsafe work without penalty.

3.7 Humane Treatment & Anti-Harassment

We are committed to treating all employees with dignity and respect. We have a zero-tolerance policy toward any form of: physical, verbal, psychological, or sexual harassment; corporal punishment; intimidation; coercion; verbal abuse; threats of violence; or humiliation of workers. All employees have a confidential channel to report such incidents without fear of retaliation.

3.8 Privacy & Data Protection

We respect the privacy rights of employees, customers, and partners. We collect and process personal data in accordance with Saudi Personal Data Protection Law (PDPL), EU GDPR, and Saudi National Data Management Office (NDMO) requirements. We do not monitor employees' personal communications without legal justification.

3.9 Community & Local Population Rights

We respect the rights of local communities where we operate. For major projects, we conduct Human Rights Impact Assessments (HRIAs) to identify potential community risks. We adhere to the principle of Free, Prior and Informed Consent (FPIC) for projects that may affect local communities. We support community development through our Corporate Social Responsibility programs.

3.10 Migrant Worker Protection

We recognize that migrant workers in Saudi Arabia may be in vulnerable positions. We commit to: no recruitment fees (Employer Pays Principle), providing employment contracts in a language the worker understands, not confiscating passports, providing dignified accommodation, supporting Saudi Labor Reform initiatives (Contractual Relations Improvement Initiative), and using only licensed and reputable recruitment agencies.

4. Supply Chain Due Diligence

We apply ongoing due diligence following UN Guiding Principles and SAP Ariba responsible sourcing standards:

  1. Human rights risk assessment of all new suppliers and partners before contracting
  2. Requiring suppliers to sign our Supplier Code of Conduct
  3. Conducting periodic audits of high-risk suppliers
  4. Monitoring compliance through KPIs and SAP Ariba Sustainability Assessments
  5. Supporting suppliers in improving their practices through training and capacity building
  6. Terminating relationships with suppliers who refuse to remediate serious and repeated violations

We guarantee non-retaliation against anyone who reports concerns in good faith. All reports are investigated independently, fairly, and confidentially.

6. Training & Awareness

We provide mandatory regular human rights training for all employees, with specialized training for managers, executive leadership, HR, and procurement teams. Training covers: identifying human rights risks, grievance mechanisms, responsible business practices, and diversity & inclusion.

7. Monitoring, Reporting & KPIs

We measure and track human rights performance through:

  • Annual sustainability reports aligned with GRI Standards
  • Annual SAP Ariba Sustainability Assessments
  • KPIs: number of grievances, resolution time, workforce diversity, training hours
  • Internal and independent external audits
  • Annual review of this Policy by the Board of Directors

8. Remediation

When we identify that we have caused or contributed to adverse human rights impacts, we commit to providing for or cooperating in remediation through legitimate processes, including apology, restitution, financial compensation, sanctions, guarantees of non-repetition, and necessary corrective actions.

9. Governance & Accountability

The Chief Executive Officer holds ultimate responsibility for implementation of this Policy. A designated Compliance & Human Rights Officer oversees day-to-day application and reports quarterly to the Board of Directors. This Policy is reviewed at least annually and updated as needed.
