Not always. Aruba Instant APs run a built-in virtual controller — one AP is elected as the conductor and manages the cluster, so small and mid-size sites need no separate hardware controller. For large or multi-site deployments we use AOS-10 access points and 9000 Series gateways managed centrally through Aruba Central in the cloud.
