The Challenge
The Royal Commission for Jubail awarded a comprehensive infrastructure development contract for a new industrial zone within Jubail Industrial City. The scope required coordination across multiple disciplines — road construction, storm water drainage, utilities ducting, street lighting, and landscaping — all to Royal Commission specifications which exceed standard municipal requirements. The project area was adjacent to active industrial facilities, requiring careful logistics and safety management.
Our Solution
SKYLINE mobilized a multidisciplinary team executing all infrastructure disciplines in parallel with careful sequencing. Road works included 4.2km of asphalt roads with concrete curbing and RC pipe storm drainage. Utilities included underground electrical ducting, water mains, and telecommunications conduit. Street lighting was installed with energy-efficient LED fixtures on galvanized steel poles. All works adhered to Royal Commission standards with daily quality inspections and weekly progress reporting.
Results & Impact
The project was completed on schedule and within budget, passing Royal Commission final inspection with zero non-conformance reports. The infrastructure now serves a new industrial zone housing 12 manufacturing facilities. The storm drainage system successfully handled the first heavy rainfall season without flooding — a critical benchmark for the Royal Commission. SKYLINE received a commendation letter from the Royal Commission for quality and safety performance.
